Almost every first-time buyer in Singapore faces the same fork: apply for a Build-To-Order (BTO) flat from HDB, or buy an existing flat on the resale market. Neither is universally better — the right answer depends on how soon you need a home, where you want to live, and how you value a full 99-year lease against choice and certainty. Here is how to decide.
The case for BTO
- Price. BTO flats are sold below market with the largest CPF housing grants, so the cash outlay is lowest.
- A fresh 99-year lease. You start the clock at zero — best for long-term value and financing.
- Brand-new. No inherited renovation; current layouts and finishes.
The trade-offs: you wait — often three to five years to collect keys — you ballot for limited locations, and popular mature towns are heavily oversubscribed. BTO suits couples who can wait and want maximum long-term value.
The case for resale
- Move in now. Weeks to months, not years — decisive if you need a home soon.
- Choose the exact block. A mature estate, a specific school zone, or a block a short walk from a particular MRT — the things this site scores.
- Established surroundings. Amenities, transport and schools already exist and can be verified today, not promised.
The trade-offs: higher price, smaller or no grants depending on eligibility, and a shorter remaining lease — which is why you should read the lease before you buy.
How to decide
Ask three questions. How soon do you need to move? If within a year, resale wins. How important is a specific location or school? Resale lets you target it; BTO is a ballot. How long will you hold it? The longer your horizon, the more a fresh BTO lease pays off.
Whichever route you take, screen the actual block the same way — commute, schools, amenities, lease. If you are weighing resale flats now, start from your life-stage ranking (young families, seniors, renters) or the screening framework. If you are choosing a BTO town, compare towns on the town ranking and commute rankings so you ballot somewhere you will actually enjoy living.
