An Executive Condominium (EC) is Singapore’s hybrid home — built and sold like a private condo, with the same facilities behind a gate, but bought under HDB-style eligibility rules and cheaper than a comparable private condo. It starts life half-public and becomes fully private after ten years. For many upgrading first-timers it is the middle path between an HDB flat and a condo.
Who qualifies
ECs follow HDB-style rules: you must be a Singapore citizen forming an eligible family nucleus, under a monthly household income ceiling, and meet the usual property-ownership conditions. The 5-year MOP and 10-year privatisation
Like an HDB flat, a new EC has a five-year Minimum Occupation Period before you can sell or rent out the whole unit. At five years you may sell to citizens and PRs; at ten years the EC fully privatises and can be sold to anyone, including foreigners — the point at which its value typically converges toward comparable private condos.
Price, financing and grants
ECs are priced below equivalent private condos but above HDB flats, financed only by bank loans (no HDB concessionary loan), and eligible first-timers can draw CPF housing grants. That combination — condo facilities, grants, a lower entry price — is the EC’s appeal, at the cost of the eligibility rules and MOP.

Choose an HDB flat for the lowest price and mature-town amenities; a private condo for zero eligibility rules and immediate flexibility (the condo process); an EC if you meet the eligibility, want facilities, and can hold through the MOP for the value.
